Dr. Soffer can provide consultation/program evaluation to enhance the quality of special education instruction and/or to improve and expand efforts to teach students in the least restrictive environment . To accomplish this, he will conduct a needs assessment to identify specific programmatic areas in need of improvement and offer concrete suggestions within the framework of a continuous improvement model.
